NACCED Committees

NACCED has five standing committees, each chaired by a representative of a regular member county. Committee membership is open to all NACCED members. If you are interested in one or more committees, please call the chair, any listed member, or the national office at (202) 367-1149 for information.

NACCED's five Committees concern themselves with the identification and formulation of the Association's short-term and long-term goals and policy positions in the area of their jurisdiction. The committee chair, vice chair and core group of committee members shall, with the guidance and input of the Board of Directors and membership, prepare proposed resolutions for consideration by the Committee, the Board and the NACo Community and Economic Development Steering Committee. They shall also prepare annual work plans that can be incorporated into NACCED's annual work plan. At the conclusion of each Committee meeting the Chair will formulate a list of action items to be presented to the Board of Directors for consideration. Decisions on action item, and progress being made, will be communicated periodically to the membership.

 

Housing

This committee focuses on a wide range of issues affecting county affordable housing programs, including the HOME Investment Partnerships program, homeless housing programs, Low-Income Housing Tax Credits, tax-exempt private activity bonds used to support homeownership and rental housing, special needs housing, rental assistance programs and public housing. The committee develops NACCED's legislative and regulatory agenda. It prepares policy statements in the form of resolutions for consideration by the Committee, the NACCED Board, the Joint NACCED/NACo Housing Committee, and the NACo Community and Economic Development Steering Committee.

Community and Economic Development

This committee focuses on a wide range of community and economic development issues affecting counties aimed at creating and retaining jobs and broadening the tax base. In particular, the committee focuses on federal legislation and regulations affecting economic development under the Community Development Block Grant program, the Section 108-loan guarantee program, and the grant and loan programs of the Federal Economic Development Administration and Small Business Administration. The committee develops NACCED's legislative and regulatory agenda. It prepares policy statements in the form of resolutions for consideration by the Committee, the NACCED Board, the NACCED/NACo Joint Economic Development Committee, and the NACo Community and Economic Development– all meetings that are attended by the community development committee chair. The committee chair and vice-chair are ex-officio members of the Program Support Committee and are expected to provide input on community development sessions to be offered at the annual conference.

Membership

This committee monitors membership renewal and identifies and recruits potential members. It shall periodically conduct a membership survey to identify issues and services of importance to the membership. The President, in consultation with the committee chair, will designate state or regional membership directors to serve as contact points for retention and recruitment of members.

Education

The Education Committee is responsible for working with NACCED staff to identify member needs in training and education and implement a year-round roster of professional developmental programs to include webinars, conference calls and in-person trainings.

Conference Planning

This committee develops the program for NACCED's Annual County Community and Economic Development Conference. The host of the next NACCED annual conference typically chairs the committee, along with their staff and the NACCED Board President.

 

Nominating Committee

In addition to the five standing committees, the President appoints a three-person Nominating Committee at least four months prior to the Annual Business Meeting. By tradition the Immediate Past President serves as chair, while two members of the Board of Directors constitute the committee. The committee is charged with nominating a slate of individuals from regular member counties to serve as Officers and Directors of the Association. The Committee takes care to insure, as much as possible, that the Board is representative of the membership, taking into account such factors as geographic diversity, size of counties, gender, and race. Traditionally, it has looked to committee chairs as nominees. The Nominating committee confers by conference call and must notify the Secretary/Treasurer 45 days prior to the annual election of the names it proposes, and the Secretary/Treasurer circulates the committee's recommendations to the membership at least 30 days prior to the election.
